Art. 1 functions

Within the national library system, the Antonio Baldini State Library guarantees the
conservation and protection of the heritage that has been acquired, according to scientific criteria that
ensure optimal management.
The Library has always had the mission of satisfying the learning and
study of a large catchment area currently offering, in addition to its own qualified and varied
bibliographic heritage, even the most advanced aids of modern technology

Art. 2 timetable

The Library is open to the public on weekdays; it is usually closed on Sundays and public holidays.
Holidays recognized by law. Opening hours are as follows:

From December 24th to January 6th and for the entire month of August: Monday – Friday 8.30am – 14.30pm

The 8:30-14:30 hours also apply on pre-holiday days other than Saturdays and, with adequate notice to users, from Monday to Thursday for one or more weeks in the month of July, depending on staff availability.
During the month of August, for a period of two weeks, set annually, the Library is closed for inspections and dusting.

During this period, the following services operate from 10.00 to 12.00, Monday to Friday:

Art. 3 admission

Access to and use of the Library is reserved for anyone aged 16 or over. Those under this age may only use the services if accompanied by an adult.

Attendance requires a personal, machine-readable card, issued upon presentation of a valid ID. The card, which cannot be transferred or used by others, is valid for one year and is renewable.

In case of loss and/or damage, you can request a duplicate. A refund will be provided for a second loss within the same year (see Behavior and Penalties).

Before entering the rooms, it is mandatory to deposit bags, folders, and personal items in the electronic lockers located in the lobby.
You are allowed to bring only one of your own books or its equivalent in photocopies.
Personal computers are permitted in the reading room only if they are battery-powered. A table with power outlets is available only in the periodicals room. Cameras and portable scanners are not permitted.

You must also use your library card to leave the library. Short trips, up to 10 minutes, do not result in the loss of your seat. Exits longer than this will automatically result in the loss of your seat, and you must vacate your locker.

Art. 4 Consultation and distribution

Books and periodicals on the library shelves can be checked out directly without filling out any forms. Only Library staff members are permitted to check out books, periodicals, and CDs/DVDs stored in the storage area. Requests for books, periodicals, and CDs/DVDs must be made using the computer workstations available to users in the computer room. Three requests may be made at a time, for a maximum of six volumes. Distribution ends half an hour before the Library closes. Requested items may be left in storage and remain available for one week. Access to the storage area is not permitted unless specifically authorized by the Director and under staff supervision. Items stored in the external storage area will be made available within 48 hours.

Art. 5 Bibliographic information

The Bibliographic Information service is available throughout the Library's opening hours and directs users to the most appropriate bibliographic tools for conducting their research or for any other needs related to finding printed texts. It offers assistance, both on-site and remotely, for searching and retrieving documents from the Library's online catalogs and the catalogs of other Italian and foreign libraries accessible via internet. As part of this service, by reservation, users can consult the newspaper archive (from 1998 to 2015).

Art. 6 loan

All Italian and EU citizens aged 18 and over and resident in the Lazio region are eligible for the loan service. Non-residents who are domiciled in the Lazio region must provide documentation of their educational needs and their domicile, even if temporary.

Loans are also available to citizens of non-European countries residing in the region who possess appropriate certification from a diplomatic authority or cultural institution certifying their study needs, length of stay in Italy, and domicile.

Any change of residence or domicile must be communicated to the Library promptly.

The following are excluded from lending: periodicals and newspapers, volumes dating back to before 1900, miscellanies, single volumes of multi-volume works, general reference works, dictionaries, encyclopedias, catalogues and bibliographical directories, works of bibliographical importance for which there are reasons that advise against their removal from the library, material subject to particular protection techniques or in a precarious state of conservation, works that are largely illustrated, works belonging to special collections, large formats.

Pursuant to Presidential Decree 417/95 and the Internal RegulationsNo more than two works are allowed at a time, for a maximum of four volumes; the loan has a maximum duration of thirty days and can be extended, in the absence of reservations,
for the next thirty days; the Library Director has the right to demand, at any time, the immediate return of a borrowed item.
To carry out the necessary annual revisions, all volumes must be returned to the Library within 15 days of the revision. During the two weeks in August when the Library is closed for revisions, no books are loaned. 

Users who return their artwork late or who return it damaged are subject to the penalties set forth in Article 58 of the aforementioned Presidential Decree.

Requests can be submitted from the available PCs and will be accepted up to one hour before the Library closes.

A work that is on loan can be reserved.
Those who already have a membership card may, for valid and concrete reasons, be eligible at the sole discretion of the Director, have their works delivered to their home address, in compliance with the general rules governing the service. In this case, the cost of the service is borne by the applicant.

Art. 7 Interlibrary loan and supply of documents

In addition to local lending, an interlibrary loan and document delivery service is also available. This service allows: 

Reproduction requests are subject to compliance with current copyright legislation (Law 22/4/1941 n. 633 and subsequent amendments and additions). Reproduction may only be made in digital format (scans).

Art. 8 reproductions

You may reproduce, at your own expense and under your own responsibility, exclusively for personal and study use and in compliance with current copyright legislation, no more than 15% of each volume or periodical issue, excluding advertising pages, subject to the prior authorization of the responsible party. 

The 15% limit can only be exceeded by declaring the publication's absence from current editorial catalogs. The request must include, in addition to the work's identifying information, the number of pages to be reproduced. Volumes in poor condition and those excluded for conservation reasons are excluded from the service.

Reproduction may only be done in digital format. On-site users may use their own equipment (digital camera, tablet, smartphone, etc.).

The works owned by the Library may be reproduced, partially or entirely, even for editorial or commercial purposes, in compliance with current legislation on copyright as well as Law 4/93, its implementing regulation (DM 31/1/94) and the price list (DM 8/4/94).

To make reproductions for non-study purposes, it is necessary to submit a request to the Library Director specifying the type of reproduction, the shooting method, and the use of the copies obtained.

Users are required to complete the following forms for subsequent authorization located in the atrium: “ Request for authorization to reproduce for study purposes ” and “ Request for authorization to publish ”.

Art. 9 Notices and Events

Users will be promptly informed of any changes to opening hours and/or service provision, as well as the dates and times of cultural activities, on the Library's dedicated website page.
Similar information will be provided at the office by posting paper notices.

Art. 10 Behavior and sanctions

The laws governing the use of public places and the provisions of Presidential Decree 417/95 ("Regulations governing state public libraries") must be strictly observed. In particular, the following are prohibited:

Crimes against property (theft or damage) and serious misconduct will result in referral to the judicial authorities and a report to the General Directorate for Library Heritage, Cultural Institutes, and Copyright for exclusion from all Italian state public libraries.

Art. 11 Compensation for expenses for services

The various services offered to users also include the free availability of lockers for the storage of personal items, the issuing of a card that allows entry and use of services, and the use of computers for research and internet browsing.

As compensation for additional costs caused by damage to lockers, issuing duplicate cards, or damage to computer equipment, users are required to pay the following amounts:

Readmission to the Library, if the user has been temporarily banned, is subject to presentation of the completed payment.
